Rhetorical Situation:
Anderson’s article was focused on the current issues dealing with the immigration system in the United States with the Mexican border. Specifically, this is talking about the faults within the current rules on immigration and the consequences of the current immigration from the southern countries like Mexico, Central America and South America.
Hoar’s article “Immigration System Hits Breaking Point, Goes Beyond” was an article that focused on the Immigration system in the United States and on the issues that are arising and much more debated across the country especially with the rise of the new president. He talks about the system’s terrible effectiveness and how much it has negatively impacted those who emigrate as well as those in the US attempting to keep all these people in detention centers.
The New York Times Article, “Is Immigration at Its Limit? Not for Employers” discusses the arising number of immigrants and its effect on the local NYC economy and local shops. She mentions the incoming arguments from elected officials about how the mass immigration has posed a threat on the economy and how “they are taking our jobs”
This is an ICE tweet about how their officers are treating the detained people with respect and dignity. They are attempting to appeal to the general public that is currently lacking faith in the ICE officers and how effective their treatment is in the security of the people.
Author and Audience:
Anderson is a scholar who works alongside the Cato Institute and was an associate commissioner for the Planning and Privacy Counselor, he also spent 4 years on Capitol Hill. The audience is those affected by the politics of immigration laws and how each one is currently working. “Perhaps the most common myth is that it’s easy to immigrate to America. Often when discussing illegal immigration, a TV commentator will say, ‘Well, they should just leave the country and come back in legally.’ An astute viewer would ask themselves: ‘If it was that easy, then why would they have risked their lives crossing that desert in the first place?’” (Anderson) This mostly concerns US citizens; it is a paper arguing why the current laws on immigration are ineffective and need revision.
William P. Hoar is a magazine author and was part of the US Naval Institute military database. “‘The situation on the border is truly dire. Acting CBP Commissioner John Sanders said: ‘We are experiencing a system-wide emergency that is severely impacting our workforce, facilities and resources.’” His audience is people who directly are impacted by the system of the Mexican American border are the intended audience as well as regular newspaper readers. “’tens of thousands of [Illegal] migrants waiting in limbo in potentially unsafe conditions in Mexico.’” And “federal taxpayers (in 2016) ‘provided $11.2 billion in subsidized care to unauthorized immigrants.’” This influx of immigrants economically impacts the Americans as they are the ones whose taxes are being used to pay for the maintenance and safety of the immigrants and affects the immigrants as the immigration in large numbers has caused large amounts of wait lines and full detention centers.
Patricia Cohen is an author for the New York Times that covers the national economy. She has been writing for the New York Times since 1997 as an Ideas Editor. Her audience is the citizens of the US, more specifically business owners, “but employers across several industries and states insist that many more are needed for their businesses to function, let alone grow.” Cohen stated that the immigrants are helping the economy as they allow for companies to hire more people to eventually expand their business. In order for a business to be able to expand, they need people to work in that area.
The author is a dedicated official posting to the ICE twitter account; it is not known who exactly is in charge. The intended audience is the American people who use twitter, they are the ones that are able to view this content and understand it. This tweet was sent to prove that they are “good” people and they should not be feared even if you are a person that is currently targeted for arrest
Tone and Purpose:
“If all those things were true, then we wouldn’t be talking about America’s immigration system.” Anderson has a critical and outraged tone. He is in disagreement with the current immigration systems. The purpose of the article was to inform about the current issues within the system and the statistics that prove this, he goes along to explain how the current government and his ways to handle the situation is wrongful and unreasonable. The author wants to bring attention to this big topic especially with the controversies that came along with the media in the current day.
“Matters have been getting worse, with little or no help from the leaders of the Democratic Party in Congress. Indeed, at the beginning of this year, House Speaker Nancy Pelosi (Calif.) and Senate Minority Leader Chuck Schumer (N.Y.) held a joint press conference based on the central theme that there was no real border crisis, no national emergency, and no security threat.” Hoar has an urgent tone. Hoar describes that the rapid emigration of people in the southern countries has been causing a lot of issues that have been brought up by the administration and refers to the situation as “truly dire” with attention needed to be able to take care of this matter. He then references the press conference made by the House of Representatives majority speaker and majority leader stating that it was an issue created to overdramatize the current immigration situation. He is trying to inform the people about this big issue that affect many people across the country, also calling for action to help remediate the issues that are steadily messing with the resources allotted for the immigrants and the border patrol.
Cohen has a sharp tone that is reflected in the title, “Is Immigration at Its Limit? Not for Employers”. The purpose was to inform New Yorkers that the ideas that have been shared throughout about the topic of the mass immigration on the economy being a negative effect is wrong. Cohen writes, “In cities like Miami that are magnets for immigrants, newcomers have filled some job openings, but employers across several industries and states insist that many more are needed for their businesses to function, let alone grow.” Not only are more workers needed in Miami but for a company to be able to be widespread and grow, they will need people to take those positions. Cohen is trying to give the people a “duh” for what is needed for a company to be stable and grow.
The tweet has a comforting tone, it is trying to sound as calm and harmless as possible as a means to have a positive reputation on the people and that there are no harsh emotions within the ICE staff to the immigrants. “ICE has a series of detention standards that ensure that individuals with medical conditions” The link, which was provided along with the tweet, directs the user to the ICE site where it is explained that ICE officers will always make sure that the detainee is always treated carefully and given medical attention when is needed, this was ICE’s way of appealing to the people, by linking to the main site which would be taken more formally and states that they are truly humane to all these people.
Genre and Medium:
This is a scholarly article written for the Cato Journal. This was published January 1, 2012. The events and issues at the time were slightly different than they are now. The Cato Journal is a noted peer reviewed academic journal which holds trust to the people.
This an article written for The New American magazine. This was published on July 8th, 2019. This article was written recently, and it is up to date with the current modern issues going on in the country as well as the same people influencing the changes in this issue.
This article is a newspaper for New York Times. This is an online version and contains the whole text along with an image taken for the cover of this article. The New York Times is a distinguished news article that writes to New Yorkers on a daily basis since 1851.
This is a tweet which is a social media outlet where multiple people can view and post their ideas on the internet. ICE used twitter as a means to transport this message due to the increased number of people using twitter to find information about US politicians, which has been increased due to the president and his provocative tweets.
Stance and language:
Anderson writes in a critical way of the current laws, like previously stated he criticizes the way that the country is currently trying to deal with the abundance of immigrants from the southern countries through the Mexican American border. “The more rational approach is to raise the quotas”. This gave the idea to the reader that he is opposed to the current regulation and proposes that the mandate be advised of other ways to solve the issues at the border. Anderson is antagonistic throughout his writing, criticizing the fact that this system has been implemented decades ago and should be revised and updated for the modern day.
Hoar is questioning and arguing that the immigration system and current status is at its very lowest, the author believes that the current issues being brought about by the media is a real and big issue. “‘Here is the actual setting, as has been noted by the U.S. Customs and Border Protection’s (CBP) chief operating officer, John Sanders: ‘We are in a full-blown emergency, and I cannot say this stronger: the system is broken.’ He noted in early June that his agency had detained more than 680,000 border crossers in the previous eight months, observing that the total is “more than the population of Miami.’” Hoar states that even the CBP is declaring that the number of immigrants on detention centers is really high and is strongly impacting the available resources to be able to care for them while they await a trial. Hoar uses a more aggressive choice of words to get his idea across that the immigration system is at an all-time low and something needs to be done about it, being critical of all statements by government officials.
The New York Times article is arguing for the idea that the current immigration issues are something that must be attended to, however, the rapid influx of immigrants in the city is not a problem and should not be something that officials should have to be panicking about. Cohen used passive but informative words, throughout the article, Cohen doesn’t side on the debate on the issue with immigration in the government, she does however, state that immigrants can help, and they are not necessarily harmful to the economy. “’Without immigration, we shrink as a nation,’ said Douglas Holtz-Eakin, a former director of the Congressional Budget Office” Not only is Cohen implying that the high number of immigrants coming is an issue but also, the US is a country that was based on immigration. The US is a country that is made up on immigrants working together.
The
ICE tweet is trying to make the ICE staff and detention process seem much more
calming and more assuring to all the people residing in the United States to counter
the number of claims that have been brought against them in terms of
mistreatment of detained people. They use passive and calming words like
dignity and respect to further get their point across.
